New state loan program (2026)

In 2026 the Legislature passed HB 1618, which the Governor signed in July 2026. It created a Cesspool Conversion Revolving Loan Fund run by the Hawaiʻi Green Infrastructure Authority (HGIA) to offer low-interest or forgivable loans to eligible homeowners who upgrade, convert or connect a cesspool.

Lawmakers put $2 million toward the program. The City and County of Honolulu is adding $625,000, which HGIA said could buy down interest rates. According to HGIA's director, Oʻahu residents who apply before 2030 could qualify for zero-percent loans. HGIA said it planned to launch the program by the end of 2026.

Status: The program was still being set up as of the latest public information. Check HGIA (gems.hawaii.gov) and the Department of Health's financial support page for current eligibility and how to apply.
